[code submission] pastis

Hi All!

I would like to submit PASTIS to the MRS Hub repository. The Python code is hosted here:

PASTIS can be used to process and quantify single-voxel MRS data. It can also simulate data using various sequences, B0 fields and nuclei. It was originally developed to reconstruct, process and quantify spinal cord MRS data at 7T. PASTIS relies a lot on the suspect package.

One thing I noticed is that you have not provided a license agreement in your repository (which I recommend), so per our instructions, I would suggest you add the BSD-3 clause as a LICENSE.md file to your repository.
